Intro to Assessment Validation

RTOs are responsible for various responsibilities after becoming registered, which include annual declarations, AVETMISS compliance, and marketing compliance. Among these tasks, assessment validation often stands out. While validation has been reviewed in several posts, let's return to the basics. The Australian Skills Quality Authority identifies validation of assessments as granular review of the evaluation process.

Principally, validation of assessments is about identifying which parts of an RTO’s evaluation process are effective and which need improvement. With a proper grasp of its key aspects, validation becomes less daunting. According to Clause 1.8 of the Standards for RTOs 2015, RTOs must ensure their assessment systems, including RPL, adhere to the training package requirements and are conducted according to the Principles of Assessment and Rules of Evidence.

The standards mandate two types of validation. The initial type of assessment validation checks conformity with the requirements of the training package within your RTO's scope. The subsequent validation verifies that assessments adhere to the principles of assessment and Rules of Evidence. This indicates that we perform validation both before and after the assessment. This article will focus on the primary type—assessment tool validation.

Types of Assessment Validation

- Assessment Tool Validation: Sometimes called pre-assessment validation or verification, involves the first part of the clause, aimed at ensuring all unit requirements are met.
- Post-Assessment Validation: Is related to the execution, making sure RTOs conduct assessments according to the Principles of Assessment and Rules of Evidence.

Process of Conducting Assessment Tool Validation

Timing for Assessment Tool Validation

The aim of assessment tool validation is to ensure that all aspects, performance standards, and evidence of performance and knowledge are included by your assessment tools. Therefore, whenever you obtain new training materials, you must carry out validation of assessment tools before students use them. There's no need to wait for your next scheduled validation. Check new tools right away to ensure they are suitable for student use.

Nevertheless, this isn't the only time to do this type of validation. Do validation of assessment tools also when you:

- Enhance your resources
- Add new qualifications to scope
- Audit your course with training product updates
- Flag your learning resources as a risk during your risk assessment

ASQA uses a risk-based approach for regulating RTOs and requires regular risk assessments. Therefore, student complaints about learning resources are an ideal time to conduct assessment tool validation.

Note that this validation ensures conformity of all learning resources before student use. All RTOs must validate resources for each unit.

Necessary Resources for Assessment Tool Validation

To validate your assessment tools, you will need the complete set of your training materials:

- Mapping Document: The first document to review. It identifies which assessment tasks meet unit requirements, aiding in faster validation.
- Learner/Student Workbook: Ensure it is suitable as an assessment tool during validation. Check if instructions are clear and answer fields are sufficient. This is a common issue.
- Assessor Guide/Marking Guide: Also ensure if guidelines for evaluators are sufficient and if clear standards for each assessment item are provided. Clear criteria are crucial for reliable assessment results.
- Supplementary Resources: These may include lists, registers, and evaluation templates designed separately from the student workbook and assessor guide. Validate these to ensure they suit the assessment activity and address subject requirements.

Panel for Validation

Regulation 1.11 specifies the requirements for members of the validation panel. It states validation can be performed by one Assessment validation RTO or more people. However, RTOs usually require all trainers and evaluators to participate, sometimes including field experts.

Collectively, your panel must have:

- Vocational Competencies and Current Professional Skills relevant to the unit being validated.
- Updated Knowledge and Skills in Vocational Training.
- Either of the following certifications for training and assessment:
- TAE40116 Training and Assessment Certificate IV or its successor.

Principles of Assessment

- Fairness: Does the assessment process offer equal opportunity and access to everyone?
- Adaptability: Does the assessment offer various options to demonstrate competence based on different needs and preferences?
- Relevance: Does the assessment evaluate what it is intended to evaluate?
- Dependability: Are the assessment results consistent regardless of who conducts the training?

Rules of Evidence

- Appropriateness: Is the evidence appropriate to the requirements of the unit of competency?
- Completeness: Does the evidence adequately demonstrate the required skills and knowledge?
- Originality: Is the evidence genuine and truly representative of the candidate's abilities?
- Timeliness: Does the evidence reflect current skills and knowledge?

Specific Considerations for Assessment Validation

Pay attention to the tasks in the unit requirements and ensure they are addressed by the evaluation task. For example, in the unit CHCECE032 Baby and Toddler Care, one performance criteria asks students to:

- Perform diaper changes
- Prepare bottles, bottle feed babies and clean equipment
- Prepare and give solid food to babies
- Respond appropriately to baby signs and cues
- Prepare babies for sleep and help them settle
- Observe and promote suitable physical activities and motor skills for babies

Frequent Errors

Asking students to describe the nappy-changing process for babies under 12 months old does not meet the unit requirement. Unless the unit requirement is meant to assess theoretical understanding (i.e., knowledge evidence), students should be doing the tasks.

Watch Out for the Plurals!

Pay attention to the quantities. In our example, one of the unit requirements of CHCECE032 requires the students to complete the tasks at least once on two different babies under 12 months of age. Having students complete the tasks listed twice on just one baby won’t cut it.

All or Not Competent

Pay attention to itemized requirements. As mentioned earlier, if students only complete half the tasks, it’s not compliant. Each assessment task must address all criteria, or the student is not competent, and the assessment method is not compliant.

Can You Be More Specific?

Each assessment item must have clear and specific reference answers to guide the assessor’s judgment on the student’s competence. Therefore, it’s crucial that your directions do not baffle students or assessors.

Avoid Double-Barrelled Questions

Steering clear of double-barrelled questions makes it easier for students to respond and for trainers to accurately evaluate student competence.

Audit Guarantees

Considering these requirements, you might wonder, “Don't resource developers provide audit guarantees?” However, with these promises, you must wait for an audit before they assist with noncompliance. This affects your compliance history, so it's better to take a preventative and compliant approach.

By following these guidelines and understanding the Principles of Assessment and evidence rules, you can ensure that your assessment tools are valid with the standards established by ASQA and the SRTOs 2015.
